    Job Description

    OVERVIEW

    Kitsap County is seeking a Community Development Block Grant Program Analyst to oversee Kitsap County administered housing and community development programs. You’ll play a key role in ensuring that resources are used effectively to strengthen the community and improve quality of life for residents.

    In this role, you will operate with a high degree of independence, exercising professional judgment to guide and implement Community Development Block Grant (CDBG), Home Investment Partnership (HOME), and Community Investments in Affordable Housing (CIAH) programs.     Core Responsibilities

    As the Program Analyst, you will:
    • Lead the preparation and execution of sub-recipient agreements with agencies awarded funding, monitor compliance with contract scope, review quarterly reports, conduct environmental reviews in accordance with the National Environmental Policy Act, perform site inspections, and process reimbursement requests for grant funds.
    • Conduct annual desk reviews and on-site monitoring of all capital housing projects ensuring compliance with HUD-affordability requirements and uniform physical condition standards.
    • Manage the annual Grant Application Cycle, including preparation of online applications, Notices of Funding Availability, Technical Assistance Sessions for applicants, application review, grant recommendation committee support, and completion of Action Plans for HUD submission.
    • Interpret federal, state, and local requirements; develop and revise internal policies and procedures to maintain compliance; attend HUD trainings and stay current on regulatory changes.
    • Coordinate updates to the Consolidated Plan every five years, including Needs Assessment, Housing Market Analysis, Strategic Plan, and Annual Action Plan; maintain and update the Citizen Participation Plan as needed; conduct research and data collection to inform program planning and evaluation.
    • Serve as the HUD Responsible Entity in Kitsap County for environmental reviews related to other federal programs, ensuring compliance with applicable regulations.

    What you bring:
    Professional/Educational Requirements: Bachelor's degree in a closely related field from a college or university accredited by an agency recognized by the US Department of Education and three years of progressively responsible experience in community development, affordable housing, grants, compliance or closely related field. Relevant work experience demonstrating required knowledge, skills, and abilities may substitute for educational requirements. Work experience is essential and cannot be replaced by additional education.
    Technical/Industry Skills: Ability to interpret and apply federal regulations and guidance to program operations, supported by experience with financial tracking, budget review, and reimbursement documentation for grant-funded projects. Proficiency with standard office and data tools to support reporting, compliance tracking, and records management.
    Communication & Interpersonal Skills: Strong written and verbal communication skills with the ability to prepare clear reports, policies, and technical guidance for diverse audiences. The ability to provide technical assistance, collaborate with community partners, and support advisory or recommendation committees is critical to program success.
    Additional Preferred Qualifications:
    • Working knowledge of HUD regulations, including NEPA, Davis-Bacon Federal Labor Standards, Uniform Physical Condition Standards, and federal affordability requirements.
    • Experience conducting site inspections, environmental reviews, and compliance monitoring to ensure projects meet all applicable federal standards.
    • Demonstrated expertise in grant administration, including contract development and monitoring, reimbursement processing, and subrecipient oversight.
    • Experience developing, interpreting, and implementing policies and procedures within a regulated public-sector or federally funded program environment.

    Work hours for this position are Monday - Friday, 8:00 am - 4:30. Flexible schedule upon approval.

    Employees are covered under the PERS retirement plan provided through the Washington State Department of Retirement Systems and Social Security.

    11 paid holidays and 2 additional floating holiday per year. One additional floating holiday after 10 years of service.

    Vacation Leave
    New employees are credited with 48 hours of annual leave upon hire and will be begin accruing at the rate of 8 hours per month starting on their 7th month of employment. Employees may carry over 360 hours from one calendar year to the next. Annual leave accrual will increase upon tenure, as follows:

    Upon completion of 2 years: 15 days per year (10.00 hours per month)
    Upon completion of 5 years: 20 days per year (13.33 hours per month)
    Upon completion of 10 years: 25 days per year (16.67 hours per month)

    Sick Leave
    All new hires will be credited with 48 hours of sick leave upon hire and will begin accruing at the rate of 8 hours per month starting on their 7th month of employment. Employees may carry over 1200 hours from one calendar year to the next.
